Governance and management
Off The Record is an independent charity and company limited by guarantee (with no share capital). We are governed by a Board of Trustees/Directors. They have ultimate responsibility for our service, ensuring we remain true to our charitable objectives and offer safe and effective services that really make a difference to the lives of those who contact us.
The Board meets every two months:
- to ensure the charity is carrying out its purposes for public benefit
- to comply with the governing documents, charity law and ensure the board acts in the best interest of the charity and its beneficiaries
- to ensure the charity manages its finances and resources responsibly
- to lead on the strategic direction and planning of the charity in the short, medium and long term
- to employ staff and ensure they meet their responsibilities as employers
The day to day running of the organisation is delegated to a General Manager and a small staff team.
Quality Assurance - kite marks and accreditation is currently being investigated, we hope by the end of 2017 to have gained several externally recognised endorsement to show the quality of our work for both the governance and service delivery elements of our organisation.
OTR board Experience
Paula Riches, Director (Chair) - Studied Criminology Degree at Portsmouth University. Became a City Councillor in 2004 and held the Cabinet Position for 6 years as Cabinet Member for Community Safety. Was Lord Mayor of Portsmouth in 2012. Since that time, taken on various Trustee roles in the City of Portsmouth and became Chair of OTR in 2014.
Dr Peter Mills, Director - Board member since 1990. Professional career spent chiefly in Higher Education, included a number of lecturing and managerial posts at the then Portsmouth Polytechnic. His academic discipline is mathematics; he is a Chartered Mathematician and a Fellow of the Institute of Mathematics. A member of the Board of Amnesty International UK, and for a number of years, the Chair of its Finance Committee. In the 1990's he also chaired the Board of Governors of Portsmouth College. His contribution to Off The Record relates chiefly to its governance and finance.
Jackie Powell, Director - Previously an Occupational Hygienist for the Ministry Of Defence for 18 years. In 2005 began voluntary work as a Mental Health Act Review Manager for two NHS Organisations. The role critically includes ensuring people were heard, supported, empowered and cared for. Current role is - Lay Member (Patient Champion) to Portsmouth's Clinical Commissioning Group.
Janet Hanneman, Director - Teaching background. Involved with OTR for over 30 years; as a counsellor, post of Service Co-ordinator and on retirement as Chair of various committees. Professional practicing counsellor and supervisor.
Tony Ford, Director - With OTR since 2004 as a counsellor - Has experience and insight to give to the Board in decisions related to that area of the service. As a businessman and self-employed for nearly 20 years. Practice Manager of a private counselling group practice enables enabling him to see first-hand what is important to clients and service users.
